Hexagon Ragasco AS and its line of composite LPG cylinders are certified in accordance with the Transportable Pressure Equipment Directive (TPED) modules B and C1. All cylinders are marked with p 0036 and -40oC. This implies that filled products may be transported and used in all EC-countries without further local approvals.
Hexagon Ragasco regards this to be the basis for manufacturing and approvals in all EC-countries from the issuing date 2001-10-25, resulting in more than 5.5 million cylinders. In addition, approximately 500.000 cylinders are approved by local authorities in various markets on all continents.
The original approval was based on the German/ADR requirements, granted in February 2000. TÜV München, which is accredited by ZLS as the approving authorities in Germany on this type of equipment, did the approval work. They also act as our Notified body - the third party inspector approving the manufacturing line and the products.
For countries, which have not contracted ADR/RID, the local authorities must approve Hexagon Ragasco's composite LPG cylinders. By basing the application on the TPED-approval, experience is that local approval usually is a formality, and that for practical purposes has limited impact on time and cost during launching.
TPED refers to ADR related to transportation of dangerous goods, thus a TPED product may be transported within the whole EU. Design, approval testing and production testing are based on the requirements of EN 12245 "Transportable Gas Cylinders - Fully Wrapped Composite Cylinders" and EN 14427 "Transportable Refillable Composite Cylinders for LPG - Design and Construction". Both standards are included in the ADR/RID (TPED) and equally valid. The Hexagon Ragasco line of Composite LPG Cylinders is approved to both standards and type approval certificate according to both standards is available. The Hexagon Ragasco line of Composite LPG cylinders is also in compliance with ISO 11119-3, which is very similar, except it is approved by member countries from the whole world. There are available both Pi-marked and locally approved valves for these cylinders, depending on the market/country. Valve design must be approved by Hexagon Ragasco and most approvals, including the TPED type approval, stipulate that the valve must be mounted and tightness tested by the manufacturer of the cylinder.

For filling and retesting, the CEN standardization organization has developed EN14763 and EN1440 as technical guidelines. These are approved by the member countries to CEN, but they are not yet referred to in ADR- they were not ready in time for the last ADR revision. In addition, Hexagon Ragasco has a product specific document covering the detailed instruction for filling and retesting of its composite LPG cylinders. The EU type approval (TPED) stipulate 10 year retest interval whereas other countries and/ or local approvals stipulate other retest intervals. Hexagon Ragasco is continuously performing tests to document the limited deterioration that normal use of the cylinders provoke over time (no corrosion, no permanent deformation) and thus convince the competent authorities that retest interval should be at least 10 years. Retest procedure must be approved by the competent authorities in each country.
In the USA, the cylinders are approved in accordance with DOT-SP-12706, which is based on ISO11119-3.2, CFR49, FRP-1 and DOT specific requirements. Authorized Testing Institute is the third party approval organization for the manufacturing line and product.

In Canada, the cylinders are approved in accordance with TC-SU-5931, which is based on ISO11119-3.2 and BS 3.3.9, TC-3FCM, CAN/CSA B339 and further Transport Canada requirements. Authorized Testing Institute is the third party approval organization for the manufacturing line and product.

Hexagon Ragasco's line of composite LPG cylinders is also approved in a series of other countries such as UEA, Iraq, Malaysia, Nigeria, Saudi Arabia, Qatar, Venezuela, Vietnam, Uruguay and South Africa etc. The local approvals are normally based on an acceptance of TPED and/ or EN12245 requirements.
